Was it WWII or earlier? Anybody know for sure? Thanks!

Those that said it was Neil Armstrong are correct. However, I will the add the reason he said it. The name of the lunar module that landed on the moon was "The Eagle."

While DemonInLove is correct it was book and a movie. They were both fiction, so we do not know whether those words were truly uttered then. (also the book was written in 1975 - after the moon landing)
And for even the conspiricist that insist the moonlanding didn't happen. The words were still said on that day!

when neil armstrong landed on the moon they used that phrase when the space ship touched onto the moon's surface
