Nothing more important for me than my family at the end no company will give what my family is already giving me. So I believe that is right for a taxi cab driver refuse service for example because his/her mother is sick or may be his wife is having a baby. Wouldn't you do the same for your mother or wife?

I feel yes if he /she is a local cab driver or say enrolled with a company then he/she can inform the company of some emergency and provide a substitute driver in its place. The remarkable company once i hired a taxi was in Birmingham. http://birmingham-airport-taxis-transfers.co.uk/services/

Normal? No, thats why they said "emergencies". They are in business to make money. I seriously doubt they would turn down business unless an emergency has occured.

That's one excuse that we used to use if we had a bad feeling about the fare.

sounds unusual, but I suppose it's possible

I'm assuming he/she didn't have the "Vacant" light on when he/she refused the ride
