Hard to say, but most likely trying to deceive those evil leaders who are in powerful positions that have the potential to harm a lot of people or lead them astray. Or, perhaps trying to decieve religious false teachers so they can deceive others away from the true gospel.

Who said he could only be in one place at once?
Look at all the evil in the world and remember the first two words an atheist says when he dies "oh crap" haha. See if Christian belief is wrong what did it matter, we hopefully were kind, giving moral people who answered to God and his values and the world was nicer. If an atheist is wrong he lives his life with no faith, no answers and then he dies and yikes. Being a Christian is awesome, we don't have to know all the answers and we can be free to stand in a crazy world. Always knowing we can be loving and be loved without always having to question things.

Somewhere on the Earth, perhaps. He is represented by billions of fallen angels, too, so I imagine you could say he is "everywhere". (Remember the third of the host of heaven that was cast out for rebellion against God; that would equal one-third of the Earth's past, present, and future population combined). I imagine most of the devils are surrounding those people who are the most righteous, trying to do everything in their power to lead them into temptation.

He can't be in all places at all times. But he has his followers who tell him about the potential customer. So he goes to him to trap him. After that, the next customer.
