Such insurance fraud exists, especially in low income communities.
However, insurance companies and law enforcement have cracked down on such schemes and people conclude that fake accidents aren't good money making schemes.
Always maintain following distance and when the creep starts to slow down, slow down and look for a way out.

because people now days are rude and incosiderate. they dont care about the other drivers on the raod only that there in a hurry.

Because they don't have any car insurance and they want you to rear end them so that they can sue you and take everything away from you and because they don't have a job either.
