11:17? Ahh, that's nothing! We're I live, people yell and scream at all hours of the night; 2:00 AM, 3:00 AM, etc. I guess you could call the cops, but give a bogus name just in case the people decide to retaliate.

I would check to see that no one is in distress. If everything is okay and it is in the p.m., then put ear plugs into your ears. This I assume is if those making the noise are just doing foolishness. Otherwise, I would assume that I can do something else worthwhile than to listen to "nut cases." At that particular hour, I have usually already gone to sleep. I do understand your grief. My neighbors report and I have heard it too, that a person in an extremely loud car, rolls through our area several times daily. This sets off the alarms on people's cars and drives them crazy. Some have told me that there is no license plate on this car. I mentioned to them that this won't be occurring much longer as gas is going up to $4.00 a gallon and higher. This seemed to satisfy everyone who was complaining about the person. Remember this, "If God be for us, who can be against us?" - Romans 8:31. Peace and God Bless.

call the police, stuff like that is usually domestic violence. When the cops ask your name say you would like to remain annoymous and you dont want a follow up call or visit. Cops occassionally slip or will tell if they know the person. This could be the case if they get called in that area alot.

once the cops show up to socialize--the crowd will disburse automatically.
