Nope,
It is caused by just abnormally dry skin, or psoriasis, etc.
Can you have a fungal infection that peels off the skin of the scalp, yes, but it is not considered dandruff, but rather the fungus shedding, and yes it can appear on more than the scalp.

Dandruff comes from the scalp, it is when your scalp is dry and in need of moisturizer. Lice maybe an infection.

dandruff can sometimes cause by fungal that why doc sometimes give anti fungal creams to those with dandruff

no its not a fungus, its simply dry skin flakes. not anywhere but in the hair.
