Freedom (choice) allows for individuals to attempt to fulfill their desires. Responsibility is the social and moral guidelines which limit the actions which might be taken to accomplish this task.

Responsibility is also the principle which determines what actions are taken or not taken to correct problems which might arise from the fulfillment of those desires.

Every freedom comes with the responsibility to use it wisely. We have the freedom to burn a flag in protest. But is this the wisest most effective way to air our grievance? Or will we only create ill will in those we want to listen to us.We have the freedom to vote, or not vote if we chose. But if we don't, what right do we have to complain if things aren't going our way politically. Our biggest responsibility, in my opinion, is to guard and protect our freedoms. If we let those in power trample our freedoms, we lose even the hope of living free.

Another would be Freedom can only be given to responible people who wish for order and peace.
