I have seen various types of parrot here, which are not tethered, and also appear to not have a wing clipped. I live on the top/13th. floor of a condo block. Any suggestions on type / breed please.

Normally the reason birds fly away and never come back is because they have never seen your home from the air and don't know which one to come back to. Out on the open water there is only one place they can land would be back on the boat so they learn what their home looks like. So in that case you could let them fly free.

I would not dare to let my birds fly free outside because I would never see them again. Too many houses.

May I just point out that your part of the world hasn't done too well with birds... Maybe you ought to get a turtle.

try a humming bird.
