I think it's a little gauche to go barefoot and bare chested, but I think whether she was wrong depends on the health and safety of the child. Was it a cold, rainy day? We've had some pretty warm weather here. I wouldn't blame her for letting the kid dress comfortably. If it is a situation of neglectful parenting, that would be a different story.

both wrong a child should not be barefooted in a building maybe outside in your yard even in a public park a kid needs shoes on more then a shirt.

A shirt would be proper birthday party attire. So would shoes. The kid should have come with both. What difference does it make now. That parent erred by bringing their child improperly dressed but you erred by allowing it.
