the verb 'to tie' is when you join things together with something like a rope, etc. To link is when you join things together without anything extra i.e. like in a gold chain necklace, each ring (or link) of the necklace is linked (or interlinked) to the next without extra string or other material.
But they do have the common meaning of to join.

The ESL teacher is right. However the words "tie" and "link" can also be used as nouns. For example, "The chain has many links. The word "tie" can also be a synonym for the word "knot" or a "tie" can also be a piece of clothing worn around the neck, usually with a western men's suit or other elegant clothing.
