According to the links below,
Pie and mash has been around since 1890 at the least.
The first combined fish and chip shop was probably the one opened in London by Joseph Malin in 1860.
Sounds as though Fish and Chips won the race from the info I found.

I think fish used to be deep fried in batter in the middle ages before pies were commonly made in the UK.
However, fish and chips together, and pie with mash together, both originated round the same time, after the discovery of the potato in the Americas.
Mmmm....now I'm hungry!

Pie and mash did came before fish and chips, because they were created before the coming of Christianity to England. Unfortunately, Pie and Mash didn't make a famous mark in any commonwealth country, while it's otherwise for the next combination. I Love "F&C" with "Light-Orange Sauce"(Colour you recieved when you mix Tomato Ketchup with Coselaw Sauce/Tartare(common spelling) Sauce/Thousand Island Sauce)

Fish and chips, definitely. Pie and mash can be downright disgusting. Only the British would eat jellied eels.

Well potatoes probably didn't get to England before 1600. I am guessing pie and mash is the older recipe since I don't know how long deep fat fryers have been around.

Fish & chips would be my preference
It appears to be a combination of Belgium/ French frites with fish dishes of Jewish origins. It could also be that we have a large catholic section of society who traditionally do not eat meat on Friday - hence the practice of many people eating Fish & chips on a Friday – therefore it became a British mainstay

Errr...I'd guess pie and mash, because batter and deep fat frying seem more complex.
As too which is better, pie and mash (as long as its vegetable pie) as I'm a vegetarian.
