Photoshop Q: how do I create soft edges on a picture?

I cannot seem to find on Photoshop to add these soft, white edges to a picture. I use version 6.0.

Use a large brush with soft edges and set it to about 50% flow.

Do you know how to use masks? I think that would be the best way to do it (create a mask and go in with a brush that would give you those fading edges and once you're out of the mask you'll have that faded effect). If you don't know what I'm talking about, you should look for a tutorial on masking.
