Some Thai people speak English well, but it's not like being in India or Philippines where a lot of people speak English. A lot of Thais have very little ability at speaking English. However, in Bangkok and tourist areas there are always English speakers with various levels.

Yes, some of them do speak English, mainly for tourism reasons (Thailand is very developed in their tourism industry). However, if they speak English, most of them would speak with the local Thai accent. There will be some difference in pronunciation of certain English words too - because of the local Thai accent.
It also depends on which part of Thailand the people are. If you are in very developed cities like Bangkok or Phuket, most of the local Thais there would be able to speak English at a better level compared to people from other smaller, less-developed cities (maybe the northern / rural areas too). Very few Thais would be able to speak good English in rural areas, so do not go there with high expectations. Since cities such as Bangkok and Phuket have a large number of Western tourists visiting there every year, the Thai locals who live there can understand and speak relatively good English. Generally, where the local Thais living in main tourist spots will be able to speak relatively good English.
Yeah, most monks would also be able to speak better English than the rest because they had better education given to them (especially in the northern / rural areas)..
My personal advice to those who would visit Thailand is to know a little bit of very basic Thai (it's very simple, really), it might come in pretty handy - eg: "where is the toilet / washroom", "what is this item called", "what is your name", and "i don't understand", etc..

I'm so sorry to tell you that most of Thai people don't speak English. You will find more people speak a little of English in Bangkok.
It's hard to understand their English though.

Those who deal with tourist do speak English but it may be fairly limited. Many others have studied English in school but never really had a chance to use it. Also their teachers may not have been native speakers. So most younger people while they have had some exposure to English they are shy about using it.
Monks seem to like to try to speak English and are usually quite willing to talk with foreigners. Also sometimes you will run across students who have assignements to talk to foreigners. Though that can be just them reading questions from a list not a conversation.

The typical Thai does not speak English. However, almost everyone who does business with tourists speaks English. So when traveling to Thailand you should be fine with the basics in hotels, taxis, and restaurants.

Certainly not all Thai's but enough that you can get by in Bangkok or other resort areas pretty well. Language is not a problem. Little bit of a challenge but a fun challenge. It's a great place to visit. A wonderful country and wonderful people. Enjoy.

Yes, many Thai speak english. altho they speak with an accent, some more then others.

some can speak English but its very hard to understand. not like in Philippines lots of people fluent in English and easy to understand.
