North Americans include all of the citizens of the countries of what sometimes is referred to Central America (Latin America) and what some political people refer to as North America (Canada and the USA). Geographically speaking, naturally Mexico is part of North America as are all the countries on the continent including those in the southern tip bordering the continent South America -- Panama is the last North American country; Colombia is the first South American country. Unfortunately the separation of anglo/latino has caused this misconception about Mexico. Everyone on the two continents are Americans.

Yes we know, but so what?

North America doesn't pay for education or health care etc. The individual countries do for their own citizens. So the question is if you are legally in the individual country in North America that you are referring to. The Canadians need to follow laws to come here too. It is just that they don't have such a problem with that as the Mexicans seem to have.
