That's like asking what can you replace vanilla with - Rosewater is used as a flavoring. If you omit it your dish will not taste the same as it would with the rosewater. Both rosewater and orange flower water are used as flavorings in middle eastern dishes and some recipes can be used with one or the other but they do taste different. If you absolutely can't find it you can leave it out but the flavor will not be the same.

You can buy rose extract from one of the mideastern or indian grocery stores around. But of course the extract will be much stronger then the rosewater.

You really can't. The point of rosewater is it's flowery smell and you usually add it to sweets/desserts.
