In the book of Deuteronomy, God defines a false witness as one who testifies falsely against (falsely accuses) his brother. When such a person is exposed, that individual suffers the consequences he/she had wanted to happen to the individual he/she falsely accused.
Deuteronomy 19.15 -21
"One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established. If a false witness rise up against any man to testify against him [that which is] wrong; Then both the men, between whom the controversy [is], shall stand before the LORD, before the priests and the judges, which shall be in those days; And the judges shall make diligent inquisition: and, behold, [if] the witness [be] a false witness, [and] hath testified falsely against his brother; Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you. And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you. And thine eye shall not pity; [but] life [shall go] for life, eye for eye, tooth for tooth, hand for hand, foot for foot."

"false witness" was found 13 times in 13 verses in the Old Testament.
Exodus 20:16 - Thou shalt not bear false witness against thy neighbour.
Deuteronomy 5:20 - Neither shalt thou bear false witness against thy neighbour.
Deuteronomy 19:16 - If a false witness rise up against any man to testify against him that which is wrong;

Proverbs 14:5 - A faithful witness will not lie: but a false witness will utter lies.
Proverbs 19:5 - A false witness shall not be unpunished, and he that speaketh lies shall not escape.
Proverbs 19:9 - A false witness shall not be unpunished, and he that speaketh lies shall perish.
Proverbs 21:28 - A false witness shall perish: but the man that heareth speaketh constantly.
Proverbs 25:18 - A man that beareth false witness against his neighbour is a maul, and a sword, and a sharp arrow.

A false witness is someone who says something like Jesus has come back and that the rapture has already happened. We as Christians already know that is not true. Jesus has not come back for His people yet and we will know.

a false witness could be when you falsly accuse some of something. but maybe you were referring to flase prophet? We are also warned against false prophets or false teachers- someone who claims to be a follwer of God but is not. They pretend to be like us Christians but then try to deceive us and lead us a stray. They are those who are wolfs in sheeps clothing basically

Literally, it's a lie because it's representing the truth as something else.
However, I think it can also be falsely representing something else, like the Name of Christ. In other words, when we act in ways that are not Christ-like and call ourselves Christians, we are falsely representing the Name of Christ.

Literally, it's someone who falsesly accuses another person of committing some transgression. If you want to be a little more liberal, it's a person who says anything bad about someone else that isn't true (like gossiping). Or even when it is true, but when it leads to a false overall impression of that person.
