Welcome to the corrupt side of the web. Yes they do have services in Africa. Access tends to be in larger cities. Keep talking, and soon you will get request for help. Usually their request is not specific until after you've said that you are the kind of person who would help a friend. Then it will be a great sob story depicting a situation that is utterly unsolvable, except with money wired to them of course. Its a great game if you can play and not be suckered into actually sending the cash. Odds are they are not actually in Africa, nor is the pic they sent real. My favorite is say I'll bring it to them in Africa personally. Play it up; you would love to meet them, tour their country, experience their culture, etc. Suddenly they will be able to meet you at your local coffee shop. Sorry, it's very unlikely that it's the love of your life. Be vary wary !!

Yes, those services are available in Africa. Cell phones are the first major technology to find wider use in the Third World than in developed countries. There's a whole cell phone economy thriving in Africa (minutes bought, bartered and traded and a cell-based banking system, too.)

i have received lots of IMs from africa...nigeria mostly...and the further the conversation gets, the more they will tell you about wanting to come to the usa and wanting to know if you can help them get here...
there must be things going on over there that are making so many so desparate to beg for help through IMs...
these services are available almost everywhere...and when one gets your id...prepare for more!
