Penguins fly very well in water. Their motions are the same as birds flying through air.
They have to be massive to maintain their body temperatures in the antarctic.
Some birds can not fly, however. Kiwis, Ostriches, Emus and Rheas can't even come close to flying because they either have no wings (in the case of the Kiwi) or the wings are so small in relation to their bodies they're useless.
Then there are domestic ducks, geese, turkeys and chickens who have been breed to be too heavy to fly, because there is more of their flesh for us to eat.

there body is made up of fabby skin on the outside no that enables then to fly. there bodys are made long an sinder and there legs are way too short so that could be the answer :)

uh cuz theyre fat and they need the fat to survie the cold and there wings are like extra small and how can thye fly liek that???

The same reason fat people can't get out of their chairs, they are just too big, they are bottom heavy. Their butts are too big!

pengins have only very small arms thats why they cant fly.
