try and find the owner. you'd want someone to find you if it was your dog...right?
if you can't find the owner then keep it.

Not sure exactly what constitutes a rabies tag where you are, but there should be enough information there to find the owner or veterinarian associated with the dog. If not you should contact the local pound and probably check around the neighborhood to see if anyone knows who the dog belongs to, if it is well mannered and tagged someone is looking for it.
If you can't find anyone to claim it after a while, and that would be a while you could consider adopting it yourself.
Good luck

Contact the owner if possible and return their pet. Just because you think it is cute doesn't mean you have the right to keep it. Obviously these people care about their dog enough to take care of it by getting it's shots and giving it a collar. Imagine what it would feel like to not know what happened to your pet and thinking it had got hit by a car or something. Do the right thing and get a dog of your own.

put up found dog signs until someone calls you. Or if the collar has a number on it, call it. It would be pretty selfish for you to take someone's well behaved and beloved dog. A child would be very sad to see their dog gone and taken by someone else. At least put some effort into finding the dog's family. These days, pets are considered family now, not just pets as they used to be. Please do the right thing. It will effect them much more if they lost it, than if you had to part with it by giving it back.

See if there is a phone number on the tags. If not call the veterinaries offices to see if anyone has lost a dog matching that description. Sometimes people post signs around the area where they live, wanting information about their pet. Check the newspaper. Someone is probably trying to find their dog and will be most grateful if you notify them. Also, call the animal shelter and ask if anyone has been there looking for a dog that fits his description.

The humane society or SPCA should have a tracking chip reader that might be able to locate the owner's microchip, if they were chipped. Newspapers will usually run free ads for people that have found stray animals, and I think the normal period is one or two weeks. Check with the people that live in the area that you found it, and maybe put out acouple of fliers. If no one responds in two weeks, figure out if you have the time/money to dedicate to raising it for possibly the next 10 to 15 years (assuming you have no idea how old it is), or if it would be better for the overall health of the animal (and yourself) to turn it over to animal control for possible adoption by someone that has the space.

Look on the collar for a phone number or address so I could return the dog.
If there isn't one, make a flyer and get 100 copies. Whenever you go out, put some up and eventually you'll get call regarding the dog. Maybe there'll be a reward in it for you.
I just think, if it were my dog, I certainly hope someone would try and get it back to me.

If you were in some of the quaint little places overseas...you would remove the collar and boil! Here...call the local Humane Society..Animal Control...your local newspaper will probably let you list a free "found" ad. Are there no numbers on the tags?

Someone is worried sick, & misses that dog..... The number on the rabies tag can be traced to the owners, start with the SPCA.... make the call, and put these peoples mind to rest.....

Take it in, see if the collar had a name tag, and then call the owner or SPCA. It's sounds like someones beloved pet.
