Is there a custody agreement? If so, she has violated it by not allowing the father to have visitation with the child. That can be reported to court with or without knowing where she is. This attorney sounds lazy, so get a new one.
Also, he'll need a Private Investigator to figure out where she is. The police won't do it because they don't think the kid is in danger and they have higher priority things to work on.
Once he figures out where she is, he can go back to the court and get an order to obey the custody arrangement. He may get custody of the child as a result.
