As others have already noted, both male and female dogs do this, and the legs - or other objects they select to hump - are not exclusively female.
I think there are 2 primary reasons for this behavior. One is that dogs don't have hands, so this is how they "masturbate." The other is dominance - literally demonstrating who is "top dog." And while neutering and spaying certainly reduces this behavior, it by no means eliminates it. My 40-lb spayed (female)springer spaniel sometimes humps my 75-lb neutered (male) border collie mix.

Dog's hump anybodys leg but they are drawn to women because of the scent that women put out. My parents had friends that had a dog that humped my leg all the time when we went to visit, when I was a kid. I hated it!!!

They hump anything, it is not just women's legs. And, both genders of dogs will do that. I used to have a female American Eskimo that humped our legs every chance she could possibly get. It was horrifyig when we had guests over! Then we got a male Eskie that has never humped anything in his life.
Go figure.

Dog's will hump anyone's leg.... I have heard it is to show dominance. My male dog use to do it to a guy I was dating and I had to ask around to find out what his problem was. Then my new female puppy did it once to a little kid at the dog park. I yelled at her and the kid's mom said "oh, it's ok she's just jealous."

depends on how randy the dog is feeling, they hump women's legs arms whatever body part is handy, and it is not only isolated to women they hump men, other pets, pillows, blankets whatever "scratches the itch" some unneutered males can be outright disgusting and offensive, and sometimes even neutered males and females(spayed or not) will do it

They can do it to show dominance. They like to show it on TV to be funny. And it doesn't matter if it is a male or female dog or if it is a woman or a man or child. They need to be spayed or neutered if they start doing this.

Without playing games, don’t be available 100% of the time or let your life be an open book. A man that comes on too strong or doesn’t have outside interests will scare a woman away just as much as it would if the circumstances were reversed. Read here http://AttractAnyWoman.emuy.info/?dWq1
Women don’t want to feel as though they are completely responsible for your happiness and that is what it feels like when the other person has no outside interests. Men who are overeager or jump when the woman says jump are the ones who are more likely to end up in the friend zone. This doesn’t mean that you should play the game of not calling for a few days; it means that you should set healthy boundaries until you both naturally find a spot for the other in your lives.
