Maybe those who have the guns take the gold, those who have the gold make the rules, those few who make the rules make an education system so bad that the many have little chance of acquiring the guns required to take the gold and make the rules.

The rules of religion are biblically noted throughout history; however, those who have the gold make the rules of the religious atmosphere and community only because so many individuals are mistakenly used to being beautified, noted, and embelished with good thoughts that gold is the only thing that makes noticible someone who is unnoticed having good thoughts brought unto them.

I guess you could say yes, in a way, The one that makes the rules of my religion is God, and He owns it all. By the way I am a Christian

I make the rules of my religion. I believe whatever I want. (I'm an Athiest but was brought up as a Christian).

It may well be of all religions. That's why they keep so many in poverty and starvation; to have power over them. And says, people will always follow the word of wealth.

Ah. Someone else thought that too. Emperor Valerian, (ca. 200-260 A.D.) tried to get Lawrence, a minister in Rome, to give up the treasure of the church, hoping to enrich his palace. Lawrence agreed to tell him where the treasure was, and as several of the Christian poor congregated to witness Lawrence's confession, he said:

"These are the precious treasure of the Church; these are the treasure indeed, in whom the faith of Christ reigns, in whom Jesus Christ has His mansion. What more precious jewels can Christ have, than those in whom He has promised to dwell? For so it is written, 'I was hungry, and you gave me food: I was thirsty, and you gave me something to drink: I was a stranger, and you took me in.' And again, 'Inasmuch as you have done it unto one of the least of these my brothers, you have done to me.' What greater riches can Christ our Master possess, than the poor people in whom He loves to be seen?"

So, yeah...in a way, our Master with the greatest treasure, makes the rules.

If you are talking about a particular church, I would say I've seen it happen. However, I think most churches are getting away from that mindset nowadays.
