You shouldn't be breaking up a relationship unless you know she's unhappy and/or getting abused (verbal, emotionally). Anyways that's beside the point but if you do want to get her from her boyfriend show her you're a better person than her boyfriend, be there for her when she needs you emotionally, hang out with her when you can, ask to see if she wants to hang out sometime with you if she won't ask, tell her her boyfriend isn't good enough to be with her and tell her why you think and they better be good reasons too, tell her you're telling her this because you care about her and you don't want her to get hurt. Be there to listen to her when she wants to talk and don't help her cheat because she might think that you'd do the same to her if she got into a relationship with you. You also have to consider that if she does wants to cheat she might do that when she's with you just something to be aware of though it might not or might happen.

YOU can't make HER do anything.
Plus you seem like you want to be in a relationship with her and you're not trying to protect her.
If you want to date her, wait the relationship out and become a better friend to her. IT"S THE BEST THING TO DO!!! Cause if you try to ruin her relationship, mark my words, she will find out it was you and she WILL HATE you for it. Sorry to break the news.
If by some slight chance you are actually trying to protect her, sit her down and tell her bout your concerns and come up with a plan of action.

This is quite easy it does take some time, seriously. If he is a typical guy, he will take her for granted after they are together for a couple weeks. He won't drop everything to help her out with something. He won't miss the big game on Sunday just to help her paint. There should be dozens of these little things....
All you need do is....1-say how sad it is that your BF does not do these things and 2-do them for her.
Then just wait for the big thing, he will forget her birthday or such, then you can say 'dump him'.

Suduce her.... tempt her... and if you do it right. She'll be all yours.
But with seduction, after the climax of your story, things will probably return to the way they were.
If you really truly want this girl, then you cant force her to leave her bf. Especially if you want to see her happy adn she is happy with him.
