A fully grown chihuahua is not physically capable of outrunning a fully grown and healthy labrador retriever. Your lab was either not trying to outrun it or you're just making up the whole thing. Sorry... I have Italian Greyhounds that lure course and oval track... I know EVERYONE thinks that their little dog is just so fast... BTW... Italian Greyhounds are only 10-12lbs and 14" tall... but they actually can outrun your lab... a chihuahua simply doesn't have the appropriate physiology to do it.

I don't know if it's normal but at least you don't have to worry about it getting caught by a big dog.
