Select what you want to praise. (i.e. You did a great job on the project. You have been very supportive. You have been one of the most optimistic people I know).
Look them in the eye.
Be genuine.
And say it from the heart.

There are numerous ways to praise people, but make sure it's genuine, if not, they will know and it wont mean a thing!
To start, find something this person has done well or to your liking, and praise them onit, you can say; Bill, I sure liked the way you cleared that table off, I really appreciate that. Or you could say; Sally, I really appreciate the way you refrained from saying anything negative during the meeting. Those are ways to praise a person.

You need to get a sense for what is important to each person you meet. Then pick the right time to praise them for something that will uplift them. It has to be meaningful or you're just blowing smoke up their you know whats.
There are some standard issue praises you can give anyone you want to, but it's better if you make each one kind of personal, unless you're not trying to make friends with them, and merely want to be friendly and kind. "I'm proud of you" "Good for you" "You're getting better at..." are some of this sort. This also works if you are trying to reinforce a certain behavior in someone like an employee.

you really aren't supposed to praise people as they can get a big head but praise our almighty god creator of everything but you can give them small compliments such as nice job or way to go but if you "praise" a person jealousy might set in for another as you are not supposed to have favorites either. read 2nd chronicles

do it so it doesnt seem fake. Like if they say somethign intelligent go 'wow, really? how'd you know that?' or if they give you a suggestion go 'omg thats a great idea' and if its a man, then praise his masculinity. if its a woman praise her beauty. Either man or woman praise their intelligence and skill.

Find something sincere you can praise a person about. It can even be something as simple as, "you make me smile."

The one that I like the very best is---Thank you, Thank you that was so nice,Thank you--for doing such a good job. People some how have forgotten how to say thank you!!!
