no it can't because yo have to factor out genetic mutations in which not all of the human genome has been mapped in order to single out what causes what diseases...it seems to be a combination of things on the human genome mixed with a persons enviroment one still cannot rule out random genetic mutations. a clone would have the same genetic makeup as the person who contriuted the cells. even in sexual reproduction you receive traits from both parents and even with that there is genetic randomization. you may look like one parent or the other or someone else in your family tree just based on the traits passed down through generation. lets say the person being cloned has genectic disorder..the clone would have the same disorder.
so you'd have to find a perdectly healthly human being to clone cells from and even then its still not guaranteed
