Not as a hard fast rule anyway. My mother-in-law is Brazilian and she never makes mention of this either. I've studied their culture and this isn't a part of the regular meals. I'm not saying that individuals won't eat a cat if they were hungry enough, but this isn't the mainstream. No offense taken, we all have to eat.

I don't think so- if that's a custom, I never heard about it- but I saw a documentary in South America where people in a ghetto cooked a stray cat on the street in a bucket and ate it. They probably wouldn't eat otherwise.

Well, I don't know about Brazilians eating cats, but I do know that Peruvians eat chinchillas. Same Continent, different animal.

In the poorer sections of Brazil, just as in the poorer sections of any country, anything that moves is considered food.
