check for specials!
Get things like rice, beans, pasta and other dried packaged foods. They are usealy pretty cheap and will last a while.
Fresh produce is expensive at the big grocery stores, so check out a fruit market or farmers market. Get a bunch of ripe veggies chop them up and make a stew (add a bullion cube or two and some spices). or sautee the veggies in butter and olive oil and put over pasta. Chili is filling and cheap, I recomend some jiffy cornbread too (less than a buck a box).
PB&J sandwiches and top ramen do not make a week long diet, but deffiently within your budget.
Just be carefull, cheap food is likely to be starchy and full of salt.
While you are at the supermarket, visit the coinstar and cash in your change, you might just double your spending budget.

Need more information! How many people are you feeding? And what kind of spices do you have in your cabinet? It's one thing for me to recommend beans and cornbread mix, but if you don't have any spices in your cabinet to season those beans when they're done, you're not going to enjoy them and you'll just not eat them, and then you'll have wasted that money.
Also, be brutally honest. You say the cupboards are bare, but is there maybe a jar of grape jelly in the fridge that you're not counting because you can't think of anything to do with it? Maybe someone else here *can*, and that'll shorten our suggested grocery lists to you.

Dude, you should go to the 99cents only store (the one with the purple 99cent sign that are everywhere). They have groceries and things that are pretty cheap there. Tons of things that are only 99cents. You can get anything from food, to drinks, to cups and plates if you wanted, and some things have deals like 2 for a dollar, 6 for a dollar (like packs of gravy for mash potatoes). For 15 bucks, this place is like a goldmine with enough to last you for weeks, if that is, you eat moderately. Save-A-lot is pricey if you compare it to this place. And if you want noodles, then I suggest Food 4 Less cause they have those maruchan ones for 10cents a bag...CHEAP!

try I think it is roman noddles, or Romeo noddles something like that comes in like 15 different flavors. 6 for a dollar where I live, and not bad, you can get 18 of them for 3 bucks, and then you still have 12 bucks to buy hot dogs, hamburg, and a few cheap steaks to go with it. been there done that.

Cheap bread, hotdogs, kraft dinner, cheap noodles, cheap pasta sauce.
No money? Eat tons of carbs - it will keep you fuller longer and it's cheaper to buy.
