Check out your local dollar store. They have plenty of cute ideas - for only a dollar! :)
You can also keep it simple by just serving cake and ice cream instead of feeding the kids lunch.
Have the party in your backyard. You can have craft tables set up for coloring and painting. Kids have great imaginations and can entertain themselves, without a big expensive production.

Our son, now three has yet to have a large birthday party with friends and a theme or anything that constitutes expense. He's a baby, and will have no memory of the event. What he does love though, is sharing time with his family.
We set him up with his own cupcake and candle (we keep the candle every year). We gets hats for us all to wear and this last party, we had balloons and blowers.Take lots of pictures, open his presents, sing happy birthday, eat cake and icecream and let him smear it whereever, then we're done.
He doesn't have the attention span for anything elaborate, still needs his naps.. and the excitement would only confuse him more than reward him.
What I'm saying I guess is, for us, a big lavish birthday that costs alot isn't what our son needs to have a great birthday... all he needs is the people he loves, some specal attention, and a few small props to make him feel special on his birthday.

For my 7 year olds 2nd birthday I think it was a Blues Clues theme. I bought a Blues Clues cake but you can make your own and use one those character plates to place on top to make the cake whatever character you want it to be.
I the bought 1 package of plates, cups, napkins, and a table cloth all with the character on it. Then I decorated the table with that and l only let the kids use the stuff. The parents used regular paper plates and cups. I also bought a big package of balloons blew them up and put them around the house for the kids to play with. We eat hot dog and chips and punch.
The kids couldn't wait for my son's party every year. They said he had the best parties.
Besides at two years old your son isn't going to remember how many decorations he had but all the people that was there. Good Luck

You could have a nice party at the park. The kids will have something to do and you won't have to pay a thing!
You could also try having everyone over to your house and get some cute colorful plates at your local dollar store and a cake or cupcakes from wal-mart or somewhere like that.

A 2 yr old is not going to remember it, so don't go all out. Just get sparkly paper, streamers, and a birthday cake with candles. Bake a cheap cake and frosting it and let them dig into it with their fingers, let them feed it to themselves and the dog( if it will not bite), sing and laugh alot... that is all they really want. Don't stress over it. Just have fun.

go to the park... buy a few kites and bring a couple balls/games - the kids and parents will all have fun - do it early so as not to spring for lunch!
