I ask my mom if I can go swiming and she said NO. She plays with's this bank thing. how do I get her to said YES

She must have a good reason.
Listen to your mom.find out the reason, ask her if there is something YOU can do that would make her changer your mind ( like a responsible adult being there or you being a better swimmer)
