G W Bush according to opinion polls, is the second most unpopular president in US history, and is likely to go down as the most unpopular president ever. I doubt GW’s ego will allow that, and perhaps he has a surprise up his sleeve regarding the “Axis of Evil” and wishes to leave a distracting legacy for the world.

I don't think "America" itself is terrorizing the world. I think Bush's foreign policies (or lack thereof) as well as the war in Iraq have polarized the world against us.
