Roger is right - the county sheriff is elected so things are handled differently than by city police. The sheriff is also the highest level law enforcement officer in the county due to his elected status.
The budget comes from the county though, and county cops are generally paid very little, unless it is an urban county. A lot of them end up on food stamps. Generally, since the job doesn't pay much, they don't attract good candidates, and they don't offer good training because no one is going to stick around anyway.

I'm not sure what state you live in that pays $50,000 a year as a Deputy? I won't make any excuse for any officers attitude or behavior because everyone is different. I will most definitely agree with other answers given to you as far as the lack of other officers to assist in calls. You can't honestly believe that all Deputies only write tickets. Who do you think responds to medicals in the county? Many counties have dirt roads and residences which are completely unmarked, who do you think guides in fire and ambulance's? Do you realize more meth labs are in the county v.s. the cities. Compare your number of property damage complaints and burglaries between your city and county. Guess who takes care of the property line disputes and barking dog complaints in the county? If bad weather sets in, a tornado for example, guess who has to sit on the dirt road to advise which direction it travels. Do you thinks cars in general are able to travel faster in the county or in the city? How many people have you seen ejected from a vehicle? Have you ever had a teenager who drank to much at a friends house crash on a dirt road and squeeze your hand as he lies there dying? Before you judge the next Deputy for a piss poor attitude take the time to consider what he/she may have had to deal with that day and ask yourself if you would keep coming back to work everyday to see the same things over again.

County cops are out their by themselves.Back up is a long way away.I aint a cop,but if I was,I'd want other officers close by incase I needed help.These dudes are out there on lonesome country roads by their self.None of them make enough,they all deserve a raise.

They often have very hard beats, large areas to cover, normally no back up to help them on any calls.
And normally they have alot of calls, Our county officers have it much harder than our city officers
