Windows Explorer is the system shell for Windows. It provides access into the entire file system via the graphical user interface (GUI).
Windows Explorer is running whenever your computer is turned on.
You can run multiple instances of Windows Explorer from the command prompt or from the start menu. This just provides another view of the file system. Your Windows desktop is nothing more than a folder (actually several) with special display characteristics and running under Windows Explorer.
If the final instance of Windows Explorer crashes, your desktop will go blank. Normally Windows will restart Windows Explorer automatically but if it fails to do so press CRTL+ALT+DEL and click on Task Manager. From Task Manager, click File...Run and type 'explorer.exe' (without the quotes) and press enter. Your desktop will reappear in a few seconds and all of your programs should still be running. You might lose a few icons in the system tray so it's a good idea to save your work and reboot if this happens.

For Windows Explorer go to:
Start > Programs > Accessories > Windows Explorer
My Computer works in a similar way:
Go to Start > My Computer
OR
Double-Click "My Computer" on your desktop.

Windows explorer is what you use to browse for files and things on your computer.
This can be accessed by right clicking on My Computer and selecting explore or going to start\programs\accessories\Windows Explorer

Windows Explorer is basically the basis of the graphical user interface for Windows since version 95. It provides the start menu, the task bar, the desktop icons and last but not least the file manager.
Its location on the hard drive is either C:\Windows\explorer.exe (Windows 95, 98, Me, XP) or C:\WinNT\explorer.exe (Windows NT 4.0, Windows 2000). Assuming that Windows is installed to drive C: of course.

Windows explorer is not the internet, it's the file manager viewer start, My Documents, then click folders at the top and you will be there

Windows Explorer is when you right click on "My Computer" and select "Explore". It has folders on the side for navigation.
