A "law" is a scientific term within the scientific method. This occurs when the subject has become a proven accepted fact. A law begins as a hypothosis or prosal. If the scientific community see some validity in the hypothsis and there is some evidence to support such, it becomes an theory. Then the theory is tested and tested and tested again to find out if it can be proven or disproven. Then when it reaches the point that all possible testing has been done and the theory cannot be disproven it gets upgraded to a "law". In this case, you are referring to a laws of nature. These are things that are observe and a hypothosis was develop. They had undergone the scientific method and the explanations accepted by the scientific community.

No one. Evolution, nature and pure chance perhaps decide. Sorry but I personally don't believe in god. At least not in the fearsome, angry one in the Bible. If such a thing were to exist it would be almost totally beyond our comprehension. All things considered, we are about as significant as a speck of dust blowing through the universe, though a lot more precious. Enjoy it while it lasts. If there is something afterwards then we'll find out soon enough.

Why does "someone" have to "decide"? No one decides. That should be obvious by the day some people die.

Why this obsession with the idea that everything happens in a way that a human would make it happen? The universe does not operate the way a human thinks and processes. We may never fully understand how the universe works because we simply do not have the capability.

If you are down under, the apple falls up not down. It is relative. It is gravity that pulls the apple "down". Flying, crawling, walking, etc. are all a result of evolution and adapting to surroundings. The day we are born is a natural process, unless of course it is done by C-section.

There are natural laws that determine such things. No one is needed to consciously decide them. We don't need some fictional Hebrew patriarch in the sky for that. If there were gods, who created them? Who created the creators of the gods? This gets us nowhere at all. William of Ockham's (or Occam's) Razor is principle of Logic developed in medieval times that says to use the simplest hypothesis that will account for the observed facts. Postulating the existence of gods causes more problems than it solves. The Bible has many contradictions and scientific inaccuracies. It says pi is 3, but it's really 3.14159...so I cannot use the Bible in engineering work. One part says Judas killed himself by hanging, while another says he fell to his death. I can list hundreds of such errors, and they add up to a realization that the Bible is crude mythology, legends, folk tales, etc., and that is very strong evidence that the Hebrew god Yahweh doesn't really exist.

Some would say there already is no God, and these things have already been decided by the laws of physics and nature...

If there's no god, no one decides, and it just happens. You're begging the question by assuming a conscious entity has to decide. Obviously, if there's no conscious entity deciding, and the laws are there, there's no reason for a conscious entity to decide.

The 'laws' are not rules.
They're not decisions. There are certain things that are always true (at least on earth). The 'laws' are just verbalizations made by man to recognize these facts.
