There is also a optimum steeping time depending on the type of tea. For example, if you let earl grey sit too long it turns bitter. Green tea only needs about 3 - 4 minutes. I recommend googling for tea specifics if you are interested in more info.

The "official" English way is:
Pour boiling water, about a cup in the bottom of a tea pot and swirl it around with the top on to warm the pot.
Dump it out.
Add the tea and fuill with boiling water (proper amts.)
Put the lid on
Let it "steep" about 4-5 minutes.
Pour and add whatever you like to it.
The easy American way is:
Heat 1 cup of water in the microwave
Add a tea bag
Cover and let it steep for 2 minutes.
Add whatever to like to taste..
Seems like effort for a minor things... but "steeping" improves the strenght and taste.

If you're working class, the milk goes in first. If you're posh you add the milk (or lemon!) after you've poured the tea into the cup. More tea, Vicar?!!!
