I tried a new battery but that wasn't the problem. When I plug the phone in I see the charge light for a split second then it's off so I know it's not charging. I did try charging it even with the charge light off but it is just not happening.

I have the same thing with my phone. I have to regularly spray the contacts with a spray contact cleaner. You can get it at Radio Shack/Circuit City.

It's not getting a good connection somewhere. See if the light stays on if you hold the phone in place against the charger plate. If so, it's not sitting on the charger with enough pressure. Try putting a small book, etc., behind the upper part of the phone and allowing the bottom of the phone set to rest on the table or where ever you have it. Gravity will make it hit the charger a bit better.

Try cleaning the connectors to both phone and charger.

It could just be that the phone has out lived it's use-fullness and it needs to go bye-bye.

I would try cleaning the connectors and then unplug everything and replug it again.
