I don't know what law it is but the only way you can have people in the back of a truck is if there is a seat for each person and a seat belt common sense really

Depends on your state. I know for a fact that it's illegal in Arizona. Why? People are not cargo & the bed of a truck/el camino/ranchero, is for cargo. There are no safety devices ie; seat belts, in the bed of a truck. FYI: No, restraining straps don't count as safety devices! Again, those things were designed for cargo, not people.

It depends on what state you're from, but the usual language for that kind of law has to do with a requirement that all passengers be sitting in seats (or location designed for carrying passengers) and secured by seat belts. You can find a vehicle code at your local library to find how it's addressed in your particular state.
