The answer is not twice a year, I know this for sure from experience. But to be clear.

No it isn't normal. Cats should only go into heat twice a year, or every 6 months. My cat would go into heat every two weeks, and when we were getting her fixed, we found out that she had a cyst on her ovaries.

My cat had a litter every 3 months...I asked my vet, I thought cats go into heat 2X a yr...he said that cats are always in heat, but that 2X a yr they have a more intense heat.

Cats will continue to go into heat until they are bred. Get her spayed!

Yes, it's just like the menstrual cycle of a human. An easy way to stop this is to get her spayed. That way you don't get any kittens you don't want.

well when i had a cat it didnt do that so i would take it to a doc

No its not normal, should happen only every 6 months or so. Please have her spayed, problem solved.
