Save for the house.
After reading your question, I thought about the answer in terms of which item was a necessity and which item was a luxury.
In my opinion, having a house large enough to accommodate your family would be a necessity, while the RV would be a luxury.
If you have to hold off on either, hold off on the camper. Buy some tents and rough it for a few years. It sounds like your family wouldn't mind camping in tents. (until you have saved enough for the camper)

Think of the future and not the now. Save your money for a home. Your kids will eventually adapt without the camper. They will find something else to entertain themselves.

I would buy the house, you need a house to live in. As far as going camping, to me going camping means ruffing it for awhile, makes you appreciate what you have at home. For camping you don't have to have a camper.I don't have a camper and I go camping a lot.I have had it both ways, camping in a camper and also in a tent, I liked the tent better as it feels more like your "camping out".

Why not just by a big tent? Much cheaper than a camper.
If not, check craigslist.com for used campers.

Buy a family tent. They can be purchased reasonably at a local discount store. Usually for around $100. We camped for several years with our tent. We bought it second hand for $50.

Go for the house. Housing prices are increasing most everywhere, and every day of delay could be costly. I bought my house 7.5 years ago. It has gone up more in value than the total of every dollar I have ever spent on it -- mortgage, taxes, insurance, repairs, ... everything.
