"Scientifically speaking, Teflon will not chemically bond to anything, but can be forced mechanically into small nooks and crannies. This slippery substance adheres to their surfaces once manufacturers sandblast them to roughen them, apply a primer, and embed the Teflon into the primer."

Don't use that link as a sole source.

The pot is coated with layers of material that stick to each other. The Teflon is the final layer. It doesn't stick to the pot, it sticks to the other material that has been layered onto the pot.

its very easy way ,,first they paint the pan with special kind of chemicals which make very tiny holes inside the pan surface then they put the teflon to make it stick on the face and bind with holes .. then they make a special thermal treatment to make it permanent .. so any teflon cant remove and not smooth as other metallic pans

It's 'keyed' onto the surface of the cookware. It's not so much stuck to it, as it won't stick. That's why it comes off so easily.
