GOING OUT IS MORE IMPORTANT BECAUSE THAT'S HOW A GUY SHOWS HE REALLY CARES BY TAKING YOU OUT. HOOKING UP CAN JUST MEAN SEEING EACH OTHER NOT NECESSARILY ENTERTAINING EACH OTHER!

I take hooking up as meaning that you kissed, had sex, whatever, but not actually monogomous. And going out as that you are considered "boyfriend and girlfriend" and monogomous, well at least until one of you decides to hook up with someone else.
More importance? I say going out, just because I like having a boyfriend, and not getting tons of diseases. :)

Going out is
1 going out w/ buddies
2 dating someone
Whichever has more importance to you

Hooking Up = Casual Sex
Going Out = Regularly Dating (sex is not required, but optional)

hooking up usually means sleeping together. going out is just that, going out somewhere.
Going out has more importance.

going out implys just going someplace on a date, or just doing something together,
Hooking up implys more of a sexual connection, say getting together for sex.
