This is a basic electronics question. Current only flows through something when the the current is moving towards 'ground'. A crow can sit on a wire because they are not changing the current running through the wire. Now, if a crow sat on a wire and then took one foot and put it on the side of a cliff... fried crow You see, the current would then have a path to 'ground' and would go off of the wire, through the crow to 'ground'.

they only sit on the wires and do not bridge the gap between the wire and the fixing point which is an insulator, if they did you could have roast crow for dinner! as a circuit to earth would be made.
