Some do. Some don't.
We have entire cultures that value modesty over a lot else.
Perhaps the real issue here is: Why don't men NOTICE shy women?
The answer to that is obvious on its face. There is nothing preventing
you from asking people out - other than shyness. You can, if you want
to. Really.

Think of a guy hanging out with a female cousin he just met a week ago. Multiply that times 2. It's simple. It's really hard to communicate with each other and have a good time. Some men are attracted to a woman that can laugh, joke, and speak their mind. A guessing game is one of the spoils of getting to know someone.
P.S. - Picture the question vice versa and you'll get the idea.

I think that generally shy girls don't express themselves and guys don't really know where they stand with them. If a guy is doing all of the work in a relationship and he gets no feedback, it is very frustrating. Does she really like me? Am I hogging the conversation? Is she having any fun on this date, or at this party? After awhile, we give up on you and look for girls that seem to like us more.
And, the shy guys have it the worst of all, because we are really paranoid over what we're doing wrong and whether you like us or not. I guess that you just need to practice having conversations. The more you do it, the easier it gets. And concentrate on what you feel about them.

shy women are attractive because it makes a guy feel more like a guy, we have to take initiative and be the driver in the relationship. And on top of that chances are if the girl is shy then you won't be guy # 130 that she talks to that night, that's an added bonus

It depends on how shy you are. For myself, and most of the guys I know, we like to feel that a woman is approachable. Sometimes a person's shyness can easily be misinterpreted as snobbery. At other times, if a woman is too shy, it is almost as if she fades into the woodwork and we don't notice her.
I would encourage you to work on being more outgoing. This may require self-help books or classes.

There are a lot of shy men out there who are reluctant to approach a girl/woman unless she gives him some sort of signal that she's interested. See my picture? I am also shy! ;-) But that doesn't mean that I am not interested. You have to find the more aggressive tigress in yourself and let her out for small amounts of time until you are comfortable with her! You'll grow to like her!

i think because women who are more out going are more confident and a lot of men think confidence is sexy. not that shy women cant be sexy...because a lot of guys also like the whole quiet-shy-innocent-virginal thing. it just depends on the guy.
