She needs to evaluate whats more important to her? If she actually values her friendship then she should not hook up with the cousin. If she doesn't care about her friend then she should hook up with the guy. It all depends on her values, and what she considers to be of value.
By this I mean, some girls would rather lose a good friend and just hook up with guys, and some girls would never let a guy come in between their friendship...so it truly depends on what kind of girl she.
Another thing it does depend on, is the friendship...how long have the friends been best friends? If its only this school year, and she doesn't really care about her friend and what her friend thinks than that girl can hook up with the cousin. But, if they have been bestfriends since childhood or for many years, then the girl might want to reevaluate if her friend is more important than a guy. Note, your only 14, guys will come and go, but friends will stay...and so its up to you to decide whether you want a true friendship or just a hook up.
Finally, if you choose to hook up with the guy and things go wrong with him, then not only will you have lost the guy, but you will have lost your friend too...so, I dunno what is more important to you, but just know that it's not worth losing a great friendship over a guy, especially at the age of 14.
When your 14, you don't realize it, but know that many guys will come and go in and out of your life by the time you are 18, and it is better to keep the friendship because then you actually will have someone to talk to, instead of screwing the friendship over for a quick hook up. Note, that he may leave you for a 15 year old...so...its up to you if you want a summer fling or not at the expense of losing a friend.
Finally, maybe she should also try to find out why her friend doesn't want her hooking up with her cousin, if there is a good reason then she should not hook up. Also, she needs to tell her friend the reason she wants to hook up with him, and what the costs and benefits might be from that relationship... Maybe if both friends talk about why she should and shouldn't hook up with the cousin it may make sense why her friend is against okay with them hooking up. Finally, just know guys will come and go, and a 16 yrs old thinks totally differently then a 14 yrs old and so, maybe she needs to stick with a guy who is 14 until she gets into high school herself and when she is in high school she can date any guy there, because they are all have the same thought process and its actually easier to get along with a high school kid. Where as since you maybe in junior high he may not value you as much, and may even think you are a kid.

I think they should all have a talk. She should listen to why she wants to hook up and everything, but the other girl should listen to why the best friend has a problem with it. I think its not TOO major since its a cousin, not like a brother or something. Two years apart isn't that bad. As long as she isn't spending 24'7 with him and the best friend isnt getting left out I think this might be a sittuation to be dealt with.

Well at the end of the day, the person friendship matters. You have guys for a couple of months, but you will have a true friend forever. If the bstfriend isnt happy i dont think they should be goin out.
