I always find that stretching after I'm done is usually better than before. For me anyways. I find if I stretch before I run, I actually cramp up faster than if I don't. However, always stretch afterwards. It relaxes your muscles you just worked, plus it feels SOOOOO good! LOL.

Actually there's new research that doesn't really show any benefit to stretching. It's not a bad idea, but if it doesn't help you, don't feel like you have to.

im 20 and that's what i stretch before and after

Stretching is never bad. Its most important beforehand though.
