THEY CAN BUT ITS NOT TRUE
Gods word is the only thing infallible...
Act 1:3 To whom also he shewed himself alive after his passion by many infallible proofs, being seen of them forty days, and speaking of the things pertaining to the kingdom of God:
They claimed the titantic was unsinkable and that even God himself couldnt sink it........well we all know how that story ended.

Yes, as it would be, God should be the only Infallible being. though as is supported in religion the pope is a higher elevated man whom should be gods hand on earth, an avatar so to speak. thus should be an infallible man, though history shows this to be quite untrue, as so graphically shown in the movie "dogma" the pope and man have contradicted the sayings of the bible and god, showing either or both not to be infallible and thus risking the collapse of all that we know should god be proven fallible. no, no, I would expect that no man could be proven infallible without risking proof that god would also be deemed such.

I'm guessing you mean the issue with the Pope being infallible?
It's biblical. As above So below. Jesus tells Peter, what you bind on earth shall be bound in Heaven. What you loose on earth shall be loose in Heaven.
It does not mean a pope is never wrong.

He can if He were granted authority by Jesus Himself.
He can if the Lord told him and his successors that what they bind on earth is bound in heaven, and what they loose on earth is loosed in heaven.
This doesn't mean he's right about everything, of course. Nor does it mean that he's not prone to sin, or to the same mistakes the rest of us are.
But it does mean that when he issues a formal statement on a matter of faith or morals, he is protected from error.
It doesn't mean he's going to say the "right" thing, of course -- on many issues, he says nothing at all.
But it does mean that he's not going to say the "wrong" thing.
It doesn't mean he has "all the answers" -- but it does mean that when he DOES come out with a formal statement on a faith or moral matter, he won't lead us astray.

This is what the Pharisies and Saducies(spelling?) told Jesus when he was calling GOD his Father. They could not imagine that anyone whould have the nerve to say that. But Jesus insisted that God was His Father, they could not accept that and so nailed him to the cross.

Likewise, no man should be able to tell you that a god exists. Only a god can tell you that it exists.
