My mother was born in the south and I'm pretty sure this is the receipe you are thinking about.
Southern Tea Cakes
4 cups all-purpose flour plus more for rolling
1 teaspoon baking soda
2 teaspoons baking powder
2 cups sugar
2 eggs
1/2 cup buttermilk
1/2 pound (2 sticks) butter, softened
1 teaspoon vanilla
Preheat oven to 350 degrees F.
In a large bowl sift flour, baking soda, and baking powder together. Add remaining ingredients and blend well. Dough will be soft and wet. On a floured surface shape the dough into a disk, cover with plastic wrap and refrigerate for 1 hour. Flour surface again and roll dough out until approximately 1/4 inch thick. Cut dough into desired shapes and bake on a slightly greased sheet pan for 10 to 12 minutes.

Buttery Tea Cakes
1 cup butter

2 large eggs
2/3 cup milk
2 teaspoons vanilla
4 cups flour
PREPARATION:
Cream butter and sugar until light and fluffy. Add eggs, milk, and vanilla; mix well. Stir in flour; refrigerate until chilled and easier to handle. Roll out on a floured board to 1/2-inch thick, adding more flour if necessary.
Cut into shapes; place on a greased baking sheet. Bake at 350 degrees for about 10 minutes.
Makes 2 to 3 dozen.

Russian tea cake cookie recipe.
INGREDIENTS:

1/2 cup powdered sugar
1 teaspoon vanilla
2 1/2 cups flour
1/4 teaspoon salt
3/4 cup finely chopped pecans
Powdered Sugar
PREPARATION:
Preheat oven 400°. In a large mixing bowl, beat butter with 1/2 cup powdered sugar and vanilla.
Stir in flour and salt and pecans. Shape dough into 1-inch balls. Bake for about 9 minutes.

Have you tried the Fanny farmer cookbook? It is the best for all thinks old fashioned american. I use it all the time. I am not any great cook or american cooker, but it is a great reference for that american cooking stuff. They should have a used copy on amazon or ebay. It is a classic. It will tell you how to make a deviled egg or a complex sugar cookie and everything. Pineapple upsidedown cake and chicken n dumplings. I love that book. If I am not cooking international food like I am most of the time I use that for the american fair.

INGREDIENTS:
1 cup butter
1 cup confectioners' sugar
2 teaspoons vanilla extract
2 cups all-purpose flour
1/2 teaspoon salt
1 cup rolled oats
1/8 cup chopped pecans
1/3 cup confectioners' sugar for decoration

DIRECTIONS:
Preheat oven to 300 degrees F (150 degrees C).
In a medium bowl, cream the confectioners' sugar and margarine together. Beat in the vanilla and salt until batter is fluffy and smooth. Stir in the flour, rolled oats and pecans. Roll into 1 inch balls and place on unprepared cookie sheets.
Bake for 20 to 25 minutes in the preheated oven. When cookies are still slightly warm, roll in confectioners sugar.

They are called polly's cookies
equal amounts of butter, sugar and flower
375 untill they are golden
