It means "the road not taken." It's just a way of saying that you should've done something differently but didn't.

My aunty is always singing that at my mum, when she's saying 'if only I'd done this' or 'why didn't I say that!'. It's like saying get over it, it's done and dusted now!

Can be used against you as sarcasm if you're whiney about something realised in hindsight. Or you can use it yourself in hindsight.
