Its portuguese for "1(he/she) is outside" but it usually used when u wanna say "u donno wht u r talking abt". Got it now?????

he/she/it is outside. The "ta" is short for esta BTW. I didn't know about the "I don't know" context that Ritz explained, but then I'm more familiar with slang from Portugal. There they say "sei la`" for a slang of I don't know (it implies that you only know what's far away - and not the subject you're talking about).
