It's more likely that the male human instincts take over when one man makes eye contact with another man. Staring is a sign of dominance in all forms of life as far as I understand, and whoever looks away first is said to be the weaker. Most of the time though, neither person wants to actually fight. It's usually just a staring contest to see who falls for the others bluff first.
Men that go to places in groups are usually the ones that stare at you, because they feel safe and secure in larger numbers than when they are alone. So if you run into a guy that's staring you down, and he's alone, he wants to fight. That is of course if he's giving you a hard angry stair.
Now if it's just some effeminate guy "gazing" at you from afar, then you can be sure that he wants in your pants.
Another dead giveaway to tell if they want to fight or not is one that works best if you are close enough to them to see their eyes. I've read that when pupils dilate, the person likes what he/she sees, but if their pupils are tiny, they probably don't want to be friends. Of course, most people feel threatened when a stranger stares at them for too long, so you're likely to see a lot of tiny pupils haha.

Are these the only choices - maybe they thin kthey know you - maybe they are just staring blankly and you are in their path.....are you handsome....are you threatening?
